Government of Rajasthan is committed to provide protective and enabling environment for all the children. For this purpose, State Government has established separate “Department for Child Rights (DCR)” on 17th May, 2013. The vision of the department is “To recognize and realize the full range of civil, cultural, social, legal, political and economic rights of all children, especially the most vulnerable and the marginalized, and ensure growth and development of all children to their full potential.
Currently, Department is dealing with the laws and schemes related to Child Protection which includes the implementation of Juvenile Justice (Care and Protection of Children) Act, 2015, Protection of Children from Sexual Offences Act, 2012 and Integrated Child Protection Scheme (ICPS). ICPS is an umbrella scheme for vulnerable children who require care, protection and rehabilitation services.
In the year 2011, State Government has established Rajasthan State Child Protection Society to implement the Integrated Child Protection Scheme. To ensure the proper care, protection and rehabilitation of orphan, destitute and other categories of vulnerable children, department is directly running 40 Government run Children Homes and 33 Specialized Adoption Agencies which are governed by the provisions of Juvenile Justice (Care and Protection of Children) Act, 2015. (Annexure 1 and 2). Juvenile Justice Committee of Hon’ble Rajasthan High Court has also directed the State Government to strengthen the Government run Children Homes to provide quality care and services for children taking participatory cooperation from corporate houses and other agencies involved in CSR.In the light of above, DCR making its efforts for the availability of quality care and services for all children who are residing in above mentioned Child Care Institutions. For the realization of protective and enabling environment for children, coordinated and cooperated efforts of various agencies is required. DCR is involving Civil Societies, Corporates & Business Houses and Bhamashah in Strengthening of Child Care Institutions to provide required care and protection for vulnerable children
The key objective of the “Adopt a Home” and Protsahan Yojana are:
- To help children rediscover a sense of hope and possibilities in their life, helping them to reintegrate in the society as a productive members.
- To ensure minimum standards of care in Government run Children Home and Specialized Adoption Agencies as envisaged in JJ Act, 2015 and Integrated Child Protection Scheme (ICPS).
- To upgrade the facilities of Government run Children Home and Specialized Adoption Agencies.
- To ensure quality care and services for children as defined under JJ Act, 2015 and Integrated Child Protection Scheme (ICPS).
